PDF invoice vs. structured e-invoice: why a PDF alone is no longer enough
A PDF sent by email isn’t an e-invoice in the Belgian legal sense. A structured e-invoice (UBL format via Peppol) contains machine-readable data: your client imports it automatically into their accounting software, with no re-keying. It’s this interoperability that has made Peppol mandatory in Belgium since January 1, 2026.
Who is affected by the Peppol obligation
The obligation applies to all VAT-registered Belgian businesses, freelancers included, that carry out B2B transactions. Only businesses under the VAT exemption scheme and certain exempt operations (article 44 of the VAT code) are excluded. If you invoice other VAT-registered Belgian professionals, you must issue and receive your invoices via Peppol.
Belgian timeline: e-invoicing in 2026, e-reporting in 2028
Belgium chose a two-step reform. B2B e-invoicing via Peppol has been mandatory since January 1, 2026. E-reporting, which involves transmitting transaction data directly to the tax authority, is planned for January 1, 2028. Toolcie already covers e-invoicing today, and will integrate e-reporting ahead of 2028 with no extra steps on your side.
Belgian Peppol vs. French accredited platform: what to know if you invoice in both countries
Peppol and the French accredited platform system are two distinct infrastructures, even though they share the same goal. Peppol is an open pan-European network; France chose a national system of platforms accredited by its tax authority. In practice, an invoice issued by a Belgian business to a French business falls under e-reporting, not Peppol. Toolcie handles both: Peppol for your Belgian clients, and French e-invoicing for your clients in France.
