Frequently asked questions

Everything you need to know about Peppol e-invoicing with Toolcie

Peppol (Pan-European Public Procurement On-Line) is the standard infrastructure for exchanging B2B e-invoices in Belgium. It guarantees interoperability between all compatible software: your client can use any Peppol solution to receive your invoices — they don’t need to be on Toolcie.

Yes. Since January 1, 2026, B2B e-invoicing has been mandatory for all VAT-registered Belgian businesses. A second obligation, e-reporting (transmitting transaction data to the authority), is planned for January 1, 2028. Toolcie makes you compliant today for Peppol e-invoicing, and will cover e-reporting with no extra steps on your side when the time comes.

Toolcie isn’t a Peppol access point; it’s invoicing software connected to Invopop, our certified Peppol access point partner. So it’s Invopop that appears in the Peppol directory, not Toolcie directly. You have nothing to do — everything is handled in the background.

Go to Settings › Company, click Configure, check your legal name and VAT number, then choose your exchange mode. Your request is sent automatically to our Peppol partner for validation. You receive a notification in Toolcie as soon as your access is active, and you can issue your Peppol invoices immediately.

Belgian businesses that don’t switch to B2B e-invoicing face administrative fines of up to 5,000 €, on top of the likely rejection of their invoices by clients already registered on Peppol. With Toolcie, you’re compliant as soon as you activate, with no technical setup.

Yes. Toolcie keeps both options available. For B2B clients registered on the Peppol network, the E-invoicing tab is preselected, but you can still send by email if you prefer.

Enable “Send and receive” mode from Settings › Company. Once active, your Peppol supplier invoices arrive automatically in your Supplier invoices section, with no manual entry.

If a transmission error occurs, Toolcie sends you an immediate notification and the invoice status switches back to Draft. You fix the error and resend in one click.

PDF invoice vs. structured e-invoice: why a PDF alone is no longer enough

A PDF sent by email isn’t an e-invoice in the Belgian legal sense. A structured e-invoice (UBL format via Peppol) contains machine-readable data: your client imports it automatically into their accounting software, with no re-keying. It’s this interoperability that has made Peppol mandatory in Belgium since January 1, 2026.

Who is affected by the Peppol obligation

The obligation applies to all VAT-registered Belgian businesses, freelancers included, that carry out B2B transactions. Only businesses under the VAT exemption scheme and certain exempt operations (article 44 of the VAT code) are excluded. If you invoice other VAT-registered Belgian professionals, you must issue and receive your invoices via Peppol.

Belgian timeline: e-invoicing in 2026, e-reporting in 2028

Belgium chose a two-step reform. B2B e-invoicing via Peppol has been mandatory since January 1, 2026. E-reporting, which involves transmitting transaction data directly to the tax authority, is planned for January 1, 2028. Toolcie already covers e-invoicing today, and will integrate e-reporting ahead of 2028 with no extra steps on your side.

Belgian Peppol vs. French accredited platform: what to know if you invoice in both countries

Peppol and the French accredited platform system are two distinct infrastructures, even though they share the same goal. Peppol is an open pan-European network; France chose a national system of platforms accredited by its tax authority. In practice, an invoice issued by a Belgian business to a French business falls under e-reporting, not Peppol. Toolcie handles both: Peppol for your Belgian clients, and French e-invoicing for your clients in France.

What non-compliance costs

Belgian businesses that don’t issue their B2B invoices in Peppol format face administrative fines of up to 5,000 €. Beyond the direct penalty, the most immediate risk is operational: your professional clients registered on Peppol reject invoices that don’t go through it, forcing you to reissue urgently and delaying your payments. With Toolcie, your invoices go out in the right format as soon as Peppol is activated, with no technical setup — download the app and turn on your compliance.
